Upcoming: - Wednesday, November 20 PLANNING COMMISSION 7:30pm Courthouse - Wednesday, November 27 Rural Nelson's Office will be closed for the holidays! ------------------------------------------------------------------------ BOARD OF SUPERVISORS/VDOT 6-YEAR PLAN WORK SESSION Tuesday, November 19, 2002 Present: Mr. Bruguiere, Mr. Harvey, Mr. Wood, Mr. Harris, Ms. Brennan Staff: Mr. Carter and Mr. Boger VDOT: Mr. Kevin Wright and Mr. Mike McCormack Mr. Wright presented a Secondary System plan based on allocations of $858,704 for regular construction and $567,643 for unpaved roads for a total allocation of $1,426,347 for FY 03-04. Due to a realignment of funds set aside for county-wide incidental improvements based on a more realistic history of usage, Mr. Wright suggested using the small surplus of funds in that account to develop a list of projects for spot improvements on roads. He noted the example of Old Rose Mill Road, saying that the residents were immediately interested in correcting a .20 mile section for safety reasons. Supervisors agreed to work on developing a priority list for spot improvements. Under regular construction projects, Mr. Wright reviewed the top priorities as identified by the Board in previous years and agreed to at this meeting. They are as follows: #1 Rockfish River Road Rt. 617 - from Rt. 800 to Rt. 804. Completed #2 Perkins Mill Road Rt. 827 - bridge replacement #3 & #4 Perkins Mill Road - construction of bridge approaches #5 Buffalo Mines Road Rt.676 - bridge replacement at Allens Creek and bridge approaches #6 Falling Rock Drive Rt. 654 - bridge replacement over Tye River and approaches #7 Berry Hill Road Rt. 613 - work ongoing to determine bridge replacement or addition of bridge and to reconstruct .20 miles of Rt. 613 #8 Wilson Hill Road Rt. 665 - reconstruct 2.65 miles from Rt. 29 to Rt. 655 #9 Rockfish River Road Rt. 617 - reconstruct .73 miles from Rt. 630 to Rt. 804 Under Unpaved Roads, the priorities identified for Surface Treatment were as follows: #1 Phoenix Road Rt. 661 - 1.69 miles from Rt. 654 to Rt. 662 and the bridge over Morse Creek #2 & #3 Union Hill Drive Rt. 626 a .75 mile section and a 1.26 mile section #4 Keys Church Road Rt. 722 - 2.34 miles from Rt. 647 to Rt. 56 #5 Findlay Gap Road Rt. 647 - .24 miles from Rt. 722 W to Rt. 722 E #6 Level Green Road Rt. 679 - .76 miles #7 Dark Hollow Road Rt. 672 - 2.89 miles from Rt. 724 to Rt. 673 #8 Buck Mountain Lane Rt. 791 - .91 miles #9 Virginia Lane Rt. 612 - .50 miles from Rt. 151 to Rt. 613 #10 Rock Spring Road Rt. 620 - 1.80 miles from Rt. 617 to Rt. 670 Noting the Rural Rustic Roads program, Mr. Wright said that several of the unpaved road priorities could fit the criteria. He specified the following as good candidates: Priority #4 Keys Church Road Priority #5 Findlay Gap Road Priority #7 Dark Hollow Road - may need some spot improvements He said that Phoenix Road, Level Green Road, Virginia Lane and Rock Spring Lane would not be candidates for the program. Mr. Wright said that Buck Mountain Lane had not yet been reviewed for the program. Noting the savings in utilizing the program for the roads that fit the criteria, he said that the #10 priority could conceivably move up the list by 5 years. Mr. Harris, noting the Rural Rustic Roads requirement that the county discourage growth on roads paved under the program, said that in the past a road would be paved and people would immediately move onto that road. (Information on the Rural Rustic Roads program is available at http://www.ruralnelson.org/RuralRusticRoads/RRR.htm) Mr. Wright presented a list of roads to be considered for inclusion in future 6-Year Plans and Supervisors agreed to add to the list for next year's Plan. In Other Business, Supervisors voted 5-0 to appoint Dr. Valdrie Walker as the South District Planning Commissioner. Voting 5-0, Mr. Montie Pritchett was appointed as the East District representative to the Service Authority. Supervisors asked Mr. Carter to gather and present information on the current determination of Land Use Taxation. Mr. Wood noted that a group of citizens who are interested in establishing an Agricultural/Forestal District have prepared an ordinance based primarily on the State Code for the county's consideration. Mr. Wood suggested that the group present their information to the Planning Commission and Board of Supervisors. He noted that an Ag/Forestal District is another voluntary tool to preserve land.
