STRATEGIC PLANNING - Supervisors reviewed ongoing and future (12-18 months) objectives. Ongoing: 1. Finish school project - Mr. Carter reported that the School Board has funds set aside to complete the bus garage parking area. 2. Courthouse project - Mr. Carter reported that Wiley Wilson is preparing a report on the overall project. He noted that a hazardous materials inspection had been done along with a survey of departments to identify needs and layout. He suggested initiating the work of the Courthouse Project Committee upon receipt and Board review of the Wiley Wilson report. Mr. Carter also asked whether the Supervisors would be interested in including the purchase of development of the Larkin property (north of the middle school on the east side of Rt. 29) as a Mixed Use area to include county administrative offices and a plan to integrate Lovingston with the new development. Mr. Wood said that his concern was that a $2 million project had already grown to a $5 million project and was headed for a $25 million project, adding the purchase of 600 acres and going into the development business did not seem the most efficient route. He said it might be different if someone else was developing the area and there was space for county offices. Mr. Harris said that his concern would be how to work to the deadline to renovate the courthouse while doing new development elsewhere for offices. Mr. Wood said that it would probably be worth including the option in the study, but that he did not have a lot of hope that it would be the most cost effective option. Ms. Brennan said that she liked the idea of reviving existing old buildings if possible. She said that it would be worth looking at the Larkin property, but that it sounds like another huge project. Mr. Harvey said that he liked the idea of an extension on the back of the existing courthouse property rather than developing a new site. Mr. Bruguiere suggested purchasing 10-20 acres north of the middle school (on the west side of Rt. 29) for recreational uses. 3. Zoning Ordinance - Discussion tabled until later in the meeting. 4. Piney River Phase III Water/Sewer project - Mr. Carter reported that all funding is in place with completion estimated by summer 2006. 5. Solid Waste Improvements - Mr. Carter reported that the Rockfish Convenience Center should be completed by the end of this year. He suggested that the Board could begin work on the next 2-3 sites, although sites need to be identified for several. New Objectives: 1. Work with Wintergreen Resort on relationship and Community Development Authority project. 2. Downtown Revitalization Planning Grant (Lovingston) - Mr. Carter reported that the county will hold a Facilitating Planning Strategy Session on November 10, with additional grant funding applications filed after that date. 3. Long Range Financial Plan - Mr. Carter reported that the total plan is still in review by Supervisors. 4. IT Long Range Plan - Mr. Carter reported that the plan is still in review with individual items suggested with each new county budget cycle. 5. EMS Plan - Mr. Carter provided reviews of EMS in Virginia for Supervisors to review. 6. Develop Recreational Facilities Plan - Mr. Carter reported as still in process. 7. Broadband Project - Mr. Carter reported that staff continues to work with CVEC and the Tobacco Commission to pursue this project. 8. Apply to Enter Appalachian Regional Commission - Mr. Carter noted that Congressman Goode has introduced legislation to add Nelson to the ARC (member localities can apply for funding for specific projects). 9. General Assembly Relationship - Mr. Carter reported that there is a plan in place and a list of contacts. ZONING ORDINANCE - Mr. Wood asked whether there was any possibility of looking at a moratorium on projects coming in while the county considers the ordinance. He noted two pending subdivision applications, totaling 1,200 acres, from outside developers. He said that the developers have shown that they do not care that the taxpayers will be paying for the development. He said we can just raise taxes to pay for the roads and services. Mr. Boger said that the county attorney is looking at the options. Mr. Boger suggested that the county could possibly amend the existing Zoning Ordinance to require a Special Use Permit for subdivisions over five lots, with less than five done administratively. Mr. Wood asked for more information on the possibilities before the November 16 meeting. Mr. Bruguiere said that the land proposed for the subdivisions was probably at its best and highest use and might not be good for any other use. Mr. Carter said that the Board could also consider amending the existing ordinance to require roads built to state standards in any new subdivisions. Ms. Brennan suggested that the Supervisors discuss and agree on some guidelines for compromise on the proposed ordinance and pass it on to the Planning Commissioners with a timeline of three months. Mr. Wood agreed, saying that the primary concerns are lot size and division rights. Ms. Brennan noted that the proposed zoning map also needs to be revised. Mr. Carter said that the Service Authority had noted that areas with existing infrastructure need to be reviewed as some are designated as Rural & Farming. Supervisors set a work session for 10am on Tuesday, November 16 at the courthouse. During Public Comment, Ms. Felicity Mawyer asked that the three miles of Rocky Road (Rt. 613) in the Woods Mill area be paved. She said that the road is a school bus route and is used as a shortcut from Adial Road to Rt. 29. Mr. Charlie Wineberg requested that Rt. 611, Ennis Mountain Lane, be removed from the list. He noted a blind curve at the beginning of the road with a straight stretch leading into another blind curve to a right-angle turn onto a substandard bridge. He said that the school bus is cannot stop at the driveway on the first blind curve, requiring the child being dropped off to walk back through the blind curve to the driveway. Mr. McCormack (VDOT) said that if the residents did not want the road paved, the Supervisors could remove it from the priority list if they chose. Ms. June Harris of River Road in Faber expressed concerns with safety issues on Rt. 6, specifically noting the lack of sight distance at the Old Roberts Mountain Road (Rt. 634) intersection. She requested that the Board raise the priority from 2011 to address safety concerns. Mr. McCormack explained that the work listed as Priority #7 was for a turn lane as part of secondary road funding. Ms. Brennan noted that the intersection was also reported as a priority to the Commonwealth Transportation Board for primary road funding. Supervisors agreed to schedule a work session to make any priority changes to the existing list and to add any new roads. They agreed to meet at 10am on Tuesday, November 16, with a work session on the zoning ordinance to follow.
