CHAPTER 6 - SPECIAL USE PERMITS - Supervisors continued their review of the chapter with Section C. Special Conditions which lists the standards and special requirements that the Board of Supervisors may impose. After discussion, the Board agreed by consensus to delete the list of requirements and insert instead Section 12-3-5 from the existing ordinance, which reads: "The governing body may grant or deny the application either in part or in full and may impose such modifications, regulations, or restrictions, including a limitation of the time for which the permit shall be valid, which the governing body in its discretion may determine necessary or requisite in order that the general objectives and purposes of this ordinance shall be complied with." Supervisors reviewed the rest of the chapter without making any changes. CHAPTER 7 - NONCONFORMING USES - Supervisors changed Section A.1. Land Use Objectives to read in part, "Certain nonconforming uses may continue, but the provisions of this chapter are intended to encourage the eventual improvement to a conforming status." The Board reviewed the rest of the chapter without making any changes. CHAPTER 8 - PARKING AND LOADING - After discussion of whether the county should require parking lots to be paved and, if so, what size parking lots, Supervisors tabled B.6.c. for further discussion. The section reads, "For parking areas of twelve (12) spaces or less, the requirement for paved parking with curbing or curb and gutter may be waived by the Director of Planning, provided that the parking surface be constructed with a minimum of six (6) inches of crushed stone with adequate compaction and storm drainage provisions." Supervisors agreed by consensus to delete B.6.13 "No off-street loading space shall be located within a front yard." In addition, the Board deleted the same requirement for multifamily housing units or other tenant housing facility. Supervisors added language to allow for vehicular access aisles in parking lots of less than 24 feet (2-12' lanes for two-way traffic) for one-way traffic with directional signage. They also tabled a requirement for a minimum of 100' sight distance in parking lots for internal intersections of access aisles. Supervisors changed C.1.j. to require bumper blocks in parking lots when the parking area has no permanent parking space markings, when safety issues require bumper blocks and where there exists the potential for vehicular overhang to exist where pedestrian facilities are contiguous to the edge of the pavement. The board deleted the off-street loading space design requirement, "No loading space shall be located in a front yard, except for industrial uses." Supervisors set the next zoning work sessions for Wednesday, August 3rd at 6:00pm and Tuesday, August 9th at 10:00am - both at the Courthouse. ------------------------------------------------------------------------- OF INTEREST: The annual School and Community Health Fair will be held at the High School-Middle School on July 14th from 3 to 7 PM. Free screenings for area residents will include bone density, cholesterol, blood pressure, mammograms, body fat analysis, skin cancer, psa blood tests and sports physicals for Nelson County student athletes.
