The two boards will take comments on the proposed ordinance but will not answer questions during the hearing. Staff will then prepare a synopsis of the questions and answers to those questions that will be, after review and approval by both boards, published in the Nelson County Times, posted on the county's website and available for public review at the Planning & Zoning Office and the Nelson Library. 2. There will be a time limit of 3 minutes for each individual to speak with 5 minutes allotted for anyone speaking on behalf of a group. Mr. Boger then reviewed the zoning map that will be subject to comment at the upcoming hearing, noting the changes made by the Board of Supervisors in August. Ms. Proulx then asked for the timeline and procedures required of the Planning Commission following the Public Hearing. Mr. Boger said that he thought the county would have 90 days to act following the Public Hearing, but said that he would verify that information. Following discussion, the Commissioners agreed to the following: 1. Joint Public Hearing with the Board of Supervisors on September 21; 2. Staff to prepare and distribute the draft questions/answers to both boards for review; 3. Joint meeting with the Board of Supervisors to finalize the questions/answers followed by the publication of that information (as noted above); 4. Planning Commission meeting to develop a recommendation for the Board of Supervisors on the proposed ordinance and map. Several Commissioners noted citizen concerns that have been repeatedly expressed and asked that they be addressed at the beginning of the hearing. The two primary concerns were: 1. Hunting and Hunt Clubs - it was noted that the county is not attempting to take away anyone's right to hunt and is working with the county's attorney to better define hunt clubs prior to consideration of adoption of the ordinance; and 2. Family Subdivisions - it was noted that family subdivisions are actually addressed in the Subdivision Ordinance which has not yet been revised, but that the issue of lot size and procedure for approval would be discussed prior to consideration of adoption of the Zoning Ordinance.
