PLANNING COMMISSION ZONING WORK SESSION Thursday, December 02, 2004 Present: Ms. Proulx, Dr. Walker, Ms. Russell, Mr. Bruguiere, Ms. Hunt Absent: Mr. Harman ZONING MAP - Mr. Boger and the Commissioners reviewed the proposed zoning map, noting that the existing Business and Service Enterprise parcels should be changed from Village Mixed Use (VM-U) to the newly created Limited Business District (B-1). Commissioners also agreed by consensus to change Highland on the James from Rural Residential to Rural & Farming per the residents' request. Mr. Boger said that the Findlay Mountain Ag/Forestal District would be added to the map. Commissioners made no other changes, noting that changes would be made as areas were rezoned for specific uses. DEFINITIONS - Mr. Boger provided several options for definitions that had been previously requested and Commissioners agreed by consensus to include those in Chapter 16. (Duplex, Townhouse, etc.) INTENTIONAL COMMUNITIES - Commissioners agreed by consensus to add Intentional Communities to Rural & Farming and Rural Residential as a Use by Special Permit. Commissioners also agreed to add the definition from the existing ordinance: "A tract of land developed or to be developed as a unit under single ownership, including, but not limited to ownership by a group of people or a corporation, or unified control which is to contain three (3) or more residential dwelling units". Mr. Boger noted that existing Intentional Communities would be grandfathered upon adoption of a new ordinance. TENANT HOUSE - Commissioners agreed by consensus to add Tenant House as an accessory use in the Rural & Farming District. In addition, Commissioners agreed to the definition - "A dwelling unit other than a farmstead, which dwelling unit is located on a tract of land used for agriculture." LANDSCAPE AND SCREENING STANDARDS - Commissioners agreed by consensus to replace the existing section on Landscaping with Mr. Boger's proposed standards. The section establishes standards for landscaping and buffers for development within Neighborhood Residential, Attached and Multifamily District, Limited Business District, Village Mixed Use District, Town Center District, Planned Shopping Business District, Light and Heavy Industrial Districts, Planned Community Development District and Cluster Residential Developments. Subdivisions in Rural & Farming and Rural Residential will be subject to landscaping standards in the Subdivision Ordinance. HOME OCCUPATION - Ms. Proulx asked about a citizen concern that a business sign would not be allowed for a Home Occupation. Mr. Boger noted that a 2 square-foot sign is allowed for a Home Occupation in Chapter 10K ("Signs").
