Commissioners reviewed a list of Allowed Uses and Uses Allowed by Special Permit from both the existing and proposed ordinances for the Rural & Farming and Rural Residential Districts. Mr. Bruguiere then brought up concerns with the Corridor Overlay Districts and what restrictions would be involved. Ms. Proulx explained that the review board would be appointed by the Board of Supervisors and that the Supervisors would approve the district requirements and standards. Mr. Boger suggested that the corridors designated on the proposed zoning map could be deleted with the Corridor Overlay District text given to the Supervisors for action. Ms. Proulx agreed, noting that all of the pieces for the district could then be in place before any corridor was designated. Mr. Bruguiere verified that there is language in the proposed ordinance stating that single-family homes are exempt from Corridor Overlay District requirements. Mr. Boger said that in the proposed ordinance the Rural Residential Cluster Subdivision has a maximum of 10 lots, which does not give a bonus for using the cluster model. Commissioners agreed by consensus to change that to 12 lots by-right with more than 12 lots requiring a Special Use Permit. The change was made to both Rural & Farming and Rural Residential. Mr. Harman asked for clarification on whether a landowner with a one-acre parcel could build on that parcel under the proposed ordinance. Mr. Boger said that the one-acre parcel would be a non-conforming lot and could be built on as long as it met the setback requirements. Ms. Russell noted that the Rural Residential District does not allow for a smaller lot sizes if water and sewer are available to service the lots and asked whether that should be included. Commissioners agreed by consensus to add a 2-acre lot minimum with a maximum of 5 lots with water and sewer available. More than 5 lots would require a Special Use Permit. COMMUNITY CENTER DEFINITION - Mr. Boger presented a draft definition for consideration and further discussion was tabled until the Planning Commission's January 26th meeting. Meeting adjourned.
