UPCOMING: - Monday, July 10th - BOARD OF SUPERVISORS 2:00/7:30pm Courthouse (NOTE: This is a change from the usual monthly meeting date.) ------------------------------------------------------------------------- PLANNING COMMISSION Wednesday, June 28, 2006 Present: Ms. Philippa Proulx, Ms. Emily Hunt, Mr. Mike Harman, Ms. Linda Russell, Ms. Delores Truesdale, Mr. Tommy Bruguiere SITE PLAN/STONEY CREEK MEDICAL CENTER - The applicant has submitted a site plan for a proposed 1,235 square foot addition to the existing building at 2871 Rockfish Valley Highway in Nellysford. The property is zoned Residential Planned Community and is part of the Wintergreen development and is, therefore, subject to County review. The Wintergreen Architectural Review Board has already reviewed and approved the planned addition. With no Public Comment, Commissioners voted 6-0 to approve the site plan dated 6/19/06. SITE PLAN/THE SEASONS - The applicant has submitted a site plan for 24 four-story townhouses, each 56 feet in height, on 1.67 acres on the west side of Blue Ridge Drive at the intersection with Wintergreen Drive in the Village Center of Wintergreen Resort. Mr. Boger reported that the Erosion and Sediment Control and Stormwater Management plans have been approved by Thomas Jefferson Soil & Water Conservation District. Ms. Russell asked who would maintain the stormwater management system. Mr. Boger said that the applicant will be responsible for developing a maintenance agreement between the property owners, the county and TJSWCD. With no Public Comment, Commissioners voted 6-0 to approve the site plan dated 6/27/06. PRELIMINARY SUBDIVISION PLAT/FERNSIDE - Mr. Gillies Rogers and Mr. Morris Foster have submitted a preliminary plat to divide 35.86 acres into 8 lots ranging in size from 2.6 to 10.7 acres on property located on James River Road (Rt. 56) and Deer Run Lane (Rt. 648). With no Public Comment, Commissioners voted 6-0 to approve the preliminary site plan dated 6/27/06. ZONING ORDINANCE AMENDMENT/VEGETATIVE RUBBISH RECYCLING FACILITY - Commissioners voted 6-0 to recommend approval of the following: 1. That Article 4 of the Zoning Ordinance entitled Agricultural District A-1, under Uses-Permitted by Conditional Use Permit Only, should be amended by the addition of the following subsection: Vegetative Rubbish Recycling Facility 2. That Article 2 of the Zoning Ordinance entitled Definitions should be amended by the addition of the following subsection: Vegetative Rubbish Recycling Facility: a facility in which vegetative rubbish, as defined in Section 10-1.T. of the Solid Waste Ordinance, is received from off-site properties and temporarily stored until converted on-site into firewood, and into mulch and compost, and where the resultant firewood, mulch, compost, soil, and rocks are temporarily stored prior to their removal. ZONING ORDINANCE AMENDMENT/INCLUSION OF DWELLINGS IN B-1 DISTRICT - Commissioners voted 6-0 to recommend approval of the following: That Article 8 of the Nelson County Zoning Ordinance entitled Business District B-1, under Uses - Permitted by Conditional Use Permit Only, should be amended by the addition of the following subsection: Dwellings OTHER BUSINESS - Commissioners agreed by consensus to recommend to the Board of Supervisors that Vegetative Rubbish Recycling Facility be included only in the Rural & Farming and Industrial Districts of the new proposed ordinance.
