UPCOMING: - Tuesday, August 8th BOARD OF SUPERVISORS 2:00/7:30pm Courthouse ------------------------------------------------------------------------- PLANNING COMMISSION Wednesday, July 26, 2006 Present: Ms. Philippa Proulx, Ms. Emily Hunt, Mr. Mike Harman, Ms. Linda Russell, Ms. Delores Truesdale, Mr. Tommy Bruguiere SITE PLAN/ROSEWOOD VILLAGE AT WINTERGREEN - Mr. Shareef Tahboub submitted the final development plan for Phase I of RoseWood Village adjacent to Tuckahoe School on Monocan Drive in Stoney Creek, consisting of 25 patio homes. With no public comment, Commissioners voted 6-0 to approve the site plan with two contingencies: 1. the applicant must receive final approval of the short-term erosion control plan; and 2. the entrance by the Valley Emergency Services facility be upgraded to VDOT standards. FINAL SUBDIVISION PLAT/ROSEWOOD VILLAGE AT WINTERGREEN - Mr. Shareef Tahboub submitted a final plat for 25 subdivision lots and 2 additional lots for future development. The total area of the subdivision is 13.853 acres. With no public comment, Commissioners voted 6-0 to recommend approval of the final plat. PRELIMINARY SUBDIVISION PLAT/"THE VILLAGE" AT GLEN MARY - Mr. Morris Foster, representing Verd To Go, LLC, submitted a final plat for the commercial development for property located on Patrick Henry Highway (Rt. 151) and Beech Grove Road (Rt. 664) to divide 23.82 acres into 6 lots ranging in size from 2.00 to 5.60 acres. The property is zoned Service Enterprise (SE1) with a 100-year flood plain overlay. The adjoining residential portion of the project was approved in 2005. The plat indicates that the lots will be developed as follows: Lot #1 - (4.292 acres) - to be developed for a restaurant and micro-brewery; Lot #2 - (3.372 acres) - to be developed possibly for a bank; Lot #3 - (2.00 acres) - to be developed for a 6-bay retail building with 4 apartments above; Lot #4 - (3.67 acres) - to be developed for a grocery type store; Lot #5 - (4.88 acres) - to be developed for a 4-bay retail building with 4 apartments above; Lot #6 - (5.60 acres) - may be developed as a recreation area as most of the lot appears to be in the 100-year flood plain. The plat shows a central parking and courtyard area with an entrance off Beech Grove Road utilizing an 80-foot easement and center island. The development plans show the businesses facing the central courtyard and parking area with 75-foot setbacks from Rt. 151 and Rt. 664. The plat also shows an access road with a 40-foot easement that loops through the development. Mr. Boger reported that the applicant is working with FEMA to determine how much of the parcel is in the flood plain but that initial surveys indicate that the planned building area is outside the flood plain. Ms. Proulx asked why the loop road will be a private driveway to serve a commercial center that is open to the public. Mr. Boger said that the plat meets the county's requirements as each lot has road frontage. Ms. Russell said that she would rather see a 50-foot road than the proposed 40-foot road, given the fact that the road will probably handle more commercial traffic, such as delivery trucks, than the rest of the development. She said that if the loop were made one-way, that might make a difference in the width of the road. Mr. Foster said that, at present, there is not a plan to make the loop road one-way and noted that the developer plans to have delivery vehicles enter off Rt. 151 and probably exit at the main entrance/exit on Beech Grove Road. Mr. Boger said that the road width would be addressed on the site plan. Ms. Proulx noted for the applicant's consideration that apartments are not a by-right use in a Service Enterprise district, which allows single-family and duplex housing, although the specific uses will be considered during the site plan review process. With no public comment, Commissioners voted 6-0 to approve the preliminary plat. BOARD OF SUPERVISORS' LIAISON REPORT - Ms. Proulx asked Mr. Bruguiere (Board Liaison) why there was a vote against reappointing Ms. Russell, Ms. Hunt and herself to the Commission. Mr. Bruguiere reported that there was some indecision about when to do the appointments since not all Supervisors will be present at the August meeting. Ms. Proulx clarified that there was a Board motion to reappoint and that Mr. Bruguiere was one of the "no" votes on that motion and she asked why. Mr. Bruguiere said that the Board wanted to have an opportunity for others to apply for the positions if they wanted. He said that the Board has done that in the past. Ms. Russell, noting the Board's request for a joint Board of Supervisors/Planning Commission meeting in September, asked for an agenda so the Commissioners could prepare for the meeting. Mr. Bruguiere said that he would ask the Board Chair to forward an agenda for the meeting and that he would report to the Commission at their August meeting. Meeting adjourned.
