PRENTICE RAGLAND - The applicants have applied for a permit to operate an auto repair and safety inspection business on their property at 855 Cabell Road. The two-car garage with a storage area was approved in 2005 but the auto repair and safety inspections require a permit. Ms. Russell asked whether consideration had been given to the fact that the land slopes down to a creek in the event of an oil leak. Mr. Boger said that DEQ would get involved in that case. Mr. Ragland explained that he stores only 4 barrels of used oil at a time, which are picked up and taken off site. He said that he would be willing to put a fence around the barrel storage area for screening. Ms. Russell asked how many vehicles are typically on the property, besides the owners' personal vehicles. Mr. Ragland said that there are 4-10 vehicles during the day, one employee's vehicle and no tow truck. Ms. Russell then asked whether the two sheds on the property are connected to the business. Mr. Ragland said that those are for personal use. During Public Comment, Mr. Roger Nelson said that he drives by the shop each day and it is an asset to the community. Mr. David Hess, who lives on Cabell Road, said that the Raglands are good neighbors and Mr. Bill Turner said that he is glad to have Mr. Ragland's business there. Following the public hearing, Ms. Proulx said that she does not have a problem with the business in general but would like to see the storage limited to 4 barrels and the addition of screening for that storage. Ms. Russell said that the recent survey does not match the tax map and she would like to see the survey filed with the Clerk's office so the tax map can be corrected. Commissioners voted 4-0 to recommend approval of the permit with the following conditions - a maximum of 4 waste oil drums stored outside; installation of screening for the waste oil drums; and recordation of the 6.05.07 survey in the County Clerk's office. SPECIAL USE PERMIT/MS. BETTY R. PARRISH - The applicant has applied for a permit to place a doublewide manufactured home on a 1.0-acre lot zoned Residential (R-1) located on Montreal Lane (Rt. 772) in Shipman. With no public comment, Commissioners voted 4-0 to recommend approval of the permit contingent on the following: - the dwelling be placed on the lot in such a way that it meets all setback requirements; - that the contractor obtain a permit from Virginia Department of Conservation for the grading on the site if required; - obtain well and septic approval; - obtain easement for electric service from Mr. Ragland. CONDITIONAL USE PERMIT/MR. RILEY JONES - The applicant has applied to place a second manufactured home on his 2.92-acre property located at 1715 Piedmont Road in Gladstone for his son. With no public comment, Commissioners voted 4-0 to continue this item until their regular July meeting to allow the applicant additional time to clear up a legal issue regarding ownership of the property. FINAL SUBDIVISION PLAT/"THE SEASONS" - The applicant, OPRE Wintergreen Acquisition, LLC, submitted a plat to divide 1.401 acres into 24 lots ranging in size from 1,307 to 2,810 sq ft with 0.557 acres of common area for property located on Wintergreen Drive to build 24 townhouses four stories high and 56 feet in height. With no public comment, Commissioners voted 4-0 to recommend approval of the plat. ZONING ORDINANCE AMENDMENT FOR FARM WINERIES AND FARM WINERY PERMANENT RETAIL ESTABLISHMENT - After further discussion, Commissioners voted 4-0 to forward the draft amendment to the Supervisors for consideration, making only minor wording changes for clarification and adding Farm Winery as a by-right use in Service Enterprise. APPLICATION FOR ADDITION TO DAVIS CREEK AGRICULTURAL & FORESTAL DISTRICT - Commissioners voted 4-0 to receive and forward the application to the Agricultural & Forestal Advisory Committee for review and recommendation. APPLICATION FOR ADDITION TO DUTCH CREEK AGRICULTURAL & FORESTAL DISTRICT - Commissioners voted 4-0 to receive and forward the application to the Agricultural & Forestal Advisory Committee for review and recommendation. MASTER PLANS/LOVINGSTON & NELLYSFORD - Commissioners agreed by consensus to table discussion for clarification on the County Administrator's request and instructions regarding consideration of these plans and possible inclusion in the Comprehensive Plan.
