PLANNING COMMISSION Wednesday, July 25, 2007 Present: Ms. Philippa Proulx, Ms. Emily Hunt, Mr. Mike Harman, Ms. Linda Russell and Mr. Tommy Harvey (Board Liaison) CONDITIONAL USE PERMIT/MR. RILEY JONES - Staff reported that Mr. Jones is still waiting for his attorney to finalize paperwork. Commissioners voted 5-0 to continue the permit request until their August meeting. FINAL SUBDIVISION PLAT/MR. DARYL E. MORSE - The applicant submitted a final plat to divide 9.66 acres into 4 lots, ranging in size from 2.0 to 2.3 acres, on property located on Lobo Lane (Rt. 734) in Arrington. The four lots will be served by a private street with a cul-de-sac. With no public comment, Commissioners voted 5-0 to recommend approval of the plat contingent on the following: 1. Health Department approval; 2. VDOT approval; 3. A permit from VA Department of Conservation and Recreation or a stormwater management plan as needed; 4. A land disturbing permit and bond; 5. Notification to the Planning Director as to when the road is to be built. Mr. Harvey questioned whether the conditions are needed since most of the requirements are from other agencies and the applicant cannot proceed without those approvals. Ms. Russell said that adding the conditions to the motion puts the requirements on the official record and noted that the plat cannot be signed without the approvals. ADDITIONS TO AGRICULTURAL/FORESTAL DISTRICTS - Mr. Andy Wright, Chair, Agricultural/Forestal Districts Advisory Committee reported that the Committee had reviewed the two requests and makes the following recommendation: 1. Addition of 11.501 acres to the Dutch Creek District - recommends acceptance; and 2. Addition of 17.26 acres to the Davis Creek District - recommends acceptance contingent on the applicant's submission of a topographic map prior to the Commission's public hearing on the addition. Mr. Wright reported that, while the addition is adjacent to family land already in the district, a topo map is required by county code and must, therefore, be submitted as part of the application.
