Please volunteer to help Rural Nelson earn a donation to continue our work! ------------------------------------------------------------------------------------------------------------------------------ PLANNING COMMISSION August, 22, 2007 Present: Ms. Philippa Proulx, Ms. Emily Hunt, Mr. Mike Harman, Ms. Linda Russell and Mr. Tommy Harvey CONDITIONAL USE PERMIT/MR. RILEY JONES - Mr. Jones applied for a permit for a mobile home park on his property located at 1715 Piedmont Road in Gladstone. There is currently a manufactured home on 2.29 acres and the applicant wants to add a second home on the property (zoned Agricultural A-1). Mr. Boger reported that the applicant is still dealing with legal issues related to ownership of the land. (Note: this application has been deferred twice while waiting for legal ownership to be resolved.) Commissioners voted 5-0 to recommend denial of the permit since the application is invalid as the applicant is not the legal owner of the property. ADDITION TO AGRICULTURAL & FORESTAL DISTRICT/DAVIS CREEK - Mr. Boger reported that two landowners have applied to have their 17.26 acres added to the Davis Creek District. With no public comment, Commissioners voted 5-0 to recommend adoption of an ordinance to add the 17.26 acres to the district. ADDITION TO AGRICULTURAL & FORESTAL DISTRICT/DUTCH CREEK - Mr. Boger reported that one landowner has applied to have his 11.501 acres added to the Dutch Creek District. With no public comment, Commissioners voted 5-0 to recommend adoption of an ordinance to add the 11.501 acres to the district. FINAL SUBDIVISION PLAT/RIVER ROCK ESTATES - Mr. Boger reported that Mr. Massie Saunders, representing Dream Land of Virginia, LLC has submitted a final plat to divide 100 acres into 9 tracts ranging in size from 7.49 to 14.76 acres on property located on Tye River Road (Rt. 657). With no public comment, Commissioners voted 5-0 to recommend approval contingent on approval of the E&S plan and Health Department approval on the soils work. FINAL SUBDIVISION PLAT/ROCKFISH HEIGHTS, SECTION 2 - Mr. Boger reported that Winter Wren Partnership, LLP has submitted a final plat for 15 residential building lots, with lots ranging in size from 2.702 to 9.876 acres on property located north of Rt. 627 approximately 1 miles west of Rt. 151. With no public comment, Commissioners voted 5-0 to recommend approval of the final plat contingent on the following: - approval of the E&S plan; - approval of the soils work by the Health Department; - utility easements to be shown on the plat; - permanent monuments to be shown on the plat; - a note be added to the plat that Lot 14-B (1.422 acres) is not a buildable lot and will be used for the required septic drainfield for lot 14-A; and - approval is recommended for the final plat dated July 18, 2007.
